Just steps away from the rush of KL Sentral, Federal Hill or Bukit Persekutuan stands as a living testament to the wild soul of our city. This 74-hectare green sanctuary—where joggers weave through morning mist, artists find inspiration among the century-old heritage bungalows, and jungle fowls call from the canopy – is one of the last remaining green lungs of Kuala Lumpur.

As urbanisation continues to develop, the Urban Community Forest (UCF) stands as a vital link for the pockets of forest in the city. The Malaysian Nature Society (MNS) and our steadfast community members has guarded these slopes since MNS’ beginnings near the Muzium Negara, to preserve our natural heritage and a living legacy of the old Kuala Lumpur.

Our Location

Nestled in the heart of Kuala Lumpur, this 74-hectare green oasis is a vital link in the city’s ecological network, connecting:

  • Perdana Botanical Garden (Lake Garden)
  • Taman Tugu & its extension
  • Parliament gardens
  • Bukit Tunku & Taman Duta’s remnant forest
  • Bukit Nanas Forest Reserve

Timeline of UCF

1896

 

Rubber estates established; remnants of trees and estate contours still visible today.

Early 1900s

The Bangsar Hospital (now Institut Pengurusan Kesihatan) is built—one of the first government buildings in the area.

1950s-60s

Government bungalows built across Bukit Persekutuan.

1999

  • Malaysian Nature Society (MNS) moved into the former National Science Center (JKR 641, Jalan Kelantan).
  • MNS developed the Urban Nature Centre (UNC) and the Heritage Trail with support from Japan’s Official Development Assistance (ODA).

February 2002

Heritage Trail officially launched by then-Ketua Setiausaha Negara, Tan Sri Dato’ Samsudin Osman.

2008

MNS and Badan Warisan submitted a proposal to designate the site as a Natural History Museum (one of three proposed sites).

2016

  • Institut Pengurusan Kesihatan declared a historical site; part of Bukit Persekutuan earmarked for development.
  • Inception, planning and implementation of UCF with Think City and local communities.

Present

MNS, in collaboration with local communities groups, continues conservation efforts through the UCF initiative.

Threats to UCF Bukit Persekutuan

There is grave concern that this area may be under threat of development for the following reasons:

Encroaching Development

  • Skyrocketing land value near KL Sentral fuels commercial-residential pressure
  • Planned redevelopment of Institut Kesihatan and surrounding areas

Neglected Heritage

  • Vacant government bungalows falling into disrepair
  • Risk of illegal occupation and further degradation

Environmental Stressors

  • Steep, unstable slopes prone to landslides during storms
  • Poaching & illegal activity
  • Invasive species disrupting the native ecosystems

Bukit Persekutuan is safeguarded by key protections, but its future depends on our continued care
and collective commitment to keep this green refuge thriving for generations to come.

Existing Protections

Legal Safeguards

  • Federally-owned green space under PM’s Department administration
  • Designated as a permanent green area under the Kuala Lumpur Structure Plan 2020 (KLSP2020)
  • Part of KL’s Western Green Area network linking Perdana Botanical Garden to Bukit Tunku

Development Controls

  • No high-rise projects permitted in this International Zone
  • Only low-density, character-sensitive development allowed
  • Current DBKL records show no active development proposals

  • Preserves one of KL’s rare 6.52% open spaces
